  • Stephen Bacon has dedicated more than 20 years to building and delivering critical civil infrastructure projects throughout Arizona. His career has been centered on underground utilities, water and wastewater systems, and complex heavy civil construction, where he has earned a reputation for strong leadership, technical expertise, and dependable project execution.

    As Vice President of Construction, Stephen provides leadership over field operations, project execution, and construction strategy. He is recognized for his hands-on approach, strong technical knowledge, and ability to coordinate crews, subcontractors, and resources to deliver projects safely, efficiently, and on schedule. His commitment to quality, production, and safety has been instrumental in the successful completion of a wide range of challenging infrastructure projects.

    Stephen's experience also includes estimating, project planning, scheduling, cost management, and collaboration with owners, engineers, municipalities, and utility agencies. In addition to overseeing construction operations, he plays a vital role in business development, client relations, and public outreach, helping build long-term partnerships and identifying new opportunities for growth.

  • Tyler Davis brings more than 20 years of experience in the heavy civil construction industry, successfully leading complex infrastructure projects from preconstruction through final completion. His experience spans municipal, state, federal, and private sector work, with a strong focus on underground utilities, water and wastewater infrastructure, and heavy civil construction.

    Throughout his career, Tyler has built a reputation for delivering projects safely, on schedule, and within budget while managing multiple teams, subcontractors, and stakeholders across concurrent operations. His leadership style emphasizes accountability, collaboration, and operational excellence, allowing him to consistently execute challenging projects in fast-paced environments.

    As Vice President of Operations, Tyler provides strategic oversight of project execution, field operations, and organizational growth. He is responsible for developing high-performing teams, implementing efficient processes, and fostering strong relationships with clients, municipalities, and industry partners. His commitment to quality, innovation, and customer service has been instrumental in driving successful project outcomes and establishing a reputation for reliability and excellence throughout the industry.

  • Jesus "Tony" Salazar brings more than 20 years of heavy civil construction experience specializing in underground utilities, municipal infrastructure, and manhole rehabilitation throughout Arizona. As General Superintendent for Desert Infrastructure Services, Tony oversees field operations, ensuring projects are completed safely, efficiently, and to the highest quality standards. His expertise includes water, sewer, storm drain, and utility installations, along with leading crews, coordinating subcontractors, production planning, and maintaining strong relationships with owners, inspectors, and municipalities. Tony's hands-on leadership and commitment to safety, productivity, and client satisfaction make him an integral part of the DIS team

  • Daniel Rivas brings over 20 years of hands-on experience in construction, specializing in underground infrastructure rehabilitation. As Rehabilitation Superintendent, Daniel plays a critical role in overseeing field operations, ensuring projects are executed safely, efficiently, and to the highest quality standards.

    Daniel has extensive experience in manhole rehabilitation, including inspection, cleaning, structural repair, and epoxy coating applications. He is highly skilled in confined space operations and understands the importance of strict safety compliance while maintaining production-driven performance in the field.

    Known for his strong leadership and work ethic, Daniel effectively manages crews, coordinates daily operations, and ensures that project schedules and production goals are consistently met. His ability to adapt to field conditions, troubleshoot challenges, and maintain quality control has made him a reliable leader on complex rehabilitation projects.

  • Rigoberto Hernandez brings over 12 years of experience in underground construction, specializing in manhole rehabilitation and new manhole installation. He plays a key role in leading field crews and ensuring daily operations are executed safely, efficiently, and in alignment with project requirements.

    Rigoberto has hands-on expertise in manhole rehab, including cleaning, structural repair, and epoxy coating applications, as well as installing new manholes and coordinating tie-ins with existing systems. He is well-versed in confined space procedures and maintains a strong commitment to safety while driving productivity in the field.

    Known for his reliability and leadership, Rigoberto effectively manages crews, coordinates equipment and materials, and ensures work is completed to high-quality standards. His ability to communicate clearly with both field teams and supervisors helps keep projects on schedule and running smoothly.

  • Kaden Labrador brings eight years of experience in the civil construction industry, specializing in underground utility work, excavation, and manhole construction and rehabilitation. As a Foreman for Desert Infrastructure Services, he leads field crews with a strong focus on safety, productivity, and delivering high-quality workmanship on every project.

    Kaden is responsible for coordinating daily field operations, managing crews and equipment, and ensuring work is completed in accordance with project specifications and schedules. His hands-on leadership, attention to detail, and commitment to quality make him a valuable asset in successfully delivering municipal and private infrastructure projects.

    Known for his strong work ethic and team-first approach, Kaden takes pride in mentoring crew members and fostering a safe, efficient jobsite. From new manhole installation supporting system expansion to structural repairs, infiltration sealing, and industry-leading epoxy coating systems — including PPG Raven and Vortex/Quadex — DIS delivers comprehensive solutions that extend the life of critical wastewater assets and protect communities from costly failures. PROJECT EXPERIENCE

CITY OF MESA WASTEWATER MANHOLE REHABILITATION PROJECT- DESIGN-BUILD

  • Completed the Design-Build rehabilitation of approximately 140 sanitary sewer manholes throughout the City of Mesa. The project included structural repairs, protective epoxy coatings, and precast manhole inserts where needed. Our team managed multiple crews across the city while coordinating with City staff to safely deliver the project on schedule with minimal disruption to the public.

FOOTHILLS UTILITIES MANHOLE REHABILITATION PROJECT- YUMA, ARIZONA

  • Completed the rehabilitation of 45 sanitary sewer manholes throughout the Yuma service area. The project included manhole restoration, traffic control, quality assurance, and coordination with utility inspectors and stakeholders to safely deliver the work on schedule while minimizing impacts to the public.

GLENDALE EMERGENCY SEWER REHABILITATION PROJECT- GLENDALE, ARIZONA

  • Successfully completed an emergency sewer rehabilitation project for the City of Glendale, including sewer bypass, CCTV inspection, CIPP lining, and sanitary manhole rehabilitation. The project also included manhole frame and cover replacements within a flood control channel, requiring close coordination with City staff, inspectors, and subcontractors to safely deliver critical infrastructure improvements on an accelerated schedule.
